I have a 1986 Mustang GT that has a surging idle between 65

I have a 1986 Mustang GT that has a surging idle between 65 and 1100 RPMS. It also misses going thru the gears and is powerless on the top end. I hear a small vaccum leak at rhe egr valve. I sprayed a wiff of starter fluid at the EGR valve and it evens out. Is the EGR Valve possibly bad?? After a few seconds after spraying the starting fluid the bad idle persists. am I on the right track on diagnosing a bad EGR Valve?

Hello, you're on the right track. A bad EGR valve is basically a huge vacuum leak. I would replace the valve and gasket and continue troubleshooting from there if needed.
