2003 ford explorer wont crank just clicks once. Everything

Customer Question

2003 ford explorer wont crank just clicks once. Everything on dash works.
JA: How long has this been an issue? How many miles are on the car?
Customer: Just happened 2 days ago for the first time. 257000kms
JA: Are you hoping to fix this yourself? What have you tried so far?
Customer: Yes if possible. Charged and tested battery and also tried another charged battery
JA: Anything else you think the mechanic should know?
Customer: The car has been going from auto 4x4 to low 4x4 when rpm are low. When pressing the low 4x4 button while in auto the light just flashes a few times then goes off.
JA: OK. Got it. I'm sending you to a secure page on JustAnswer so you can place the $5 fully-refundable deposit now. While you're filling out that form, I'll tell the Ford Mechanic about your situation and then connect you two.

Can you tell if it's the starter relay clicking once or the starter solenoid?

Customer: replied 3 months ago.
Not sure

Put your finger tips on the starter relay and turn the key to start and feel if it is what is clicking once.
