What have you tested or replaced so far?
Why was the motor apart?
So did it run before the head was replaced? Even if it ran bad because of the head?
With the coil wire removed from the coil tower, crank engine over and watch and listen for a spark at the coil tower. Is there a strong loud snap spark?

You want to make sure the #1 cylinder is up on the compression stroke and the dampner on the crank should be on TDC and then line up the rotor on the distributor to #1 and this should get you very close to start.
