Hello, it is most likely a short in the starter relay on the fender or shorted starter itself. Disconnect the starter relay small wire that has a 90 degree boot on it, connect the battery and see if it still cranks, if it doesnt, there is an issue with the ignition switch on the steering column. If it does, disconnect the large battery wiring going from the starter relay to the starter and connect the battery and test for voltage. if the diconnected leg on the relay is hot, its a bad relay, if not, replace the starter motor itself.
