I have a 1999 e450 7.3 powerstroke was blowing white smoke and turbo not building pressure turbo spins free and all blades on both sides are good fuel pressure is 70 psi oil level is new and full new fuel filter allno leaks on either side of turbo

Hello, did you check the exhaust manifolds for leaks? If they are not leaking turbo boost is detected by the map sensor. If the map sensor isn't working correctly you won't build any turbo boost.

Boost pressure on scanner mirrors actual guage reading and no codes present

So it's showing 0psi? With the key on engine off the map sensor should read atmospheric pressure. Does this have an aftermarket boost gauge?
