Can a blown fuse cause the engine to not fire!

Hi there. My name is ***** ***** I am one of the techs here.If the main fuse is blown, then the vehicle would not do anything. Also, if the fuel pump fuse is blown, then no power would go to the fuel pump and that would cause a no start condition.What year, make and model is the vehicle?

Any of the fuses labeled "ignition switch output" could potentially cause a no start condition. See the attached pics.
