Has the turbo ever been apart and cleaned? the vanes can stick and the unison rings go bad.
Expert:  Ironmike replied 10 months ago.
since the truck has low miles and if the turbo was not spooled up much rust can cause the turbo VGT design to stick in one position.
Customer: replied 10 months ago.
Turbo changed at 24,000

if the truck is not used much and you are in a salt state it still could be the turbo. I have seen it in Fire department trucks.

tough to diagnose with no live data. I have an APP on my phone(torque pro) from google play. Cost 4.99$ and works with OBD2 blue tooth adapter(under 30$ e-bay) . it shows live data, codes and clears codes. when I do not have the Ford IDS I use it.

Turbo works from the time you start till you get 2 miles down the road then loses power
