It has a valve on it

Yes but you want the line in the rear without the test valve. you want to loosen the light and turn the key over for 20seconds. Repeat this 5 times until fuel begins to come out. With the line still loose turn the engine over and it should start up. After it idles for a few seconds you can turn it off and tighten the line. This is the fastest way to bleed the system.

are there bubbles in the fuel? you have to go on the rear line it doesn't work the same as the valve.

I don't think so, but maybe. It started loosing power and I was down to 11 miles left, so I assume it ran out of fuel

usually running out of fuel can damage the low pressure fuel pump on the frame. That is very common. Did you bleed it how I told you.
