Do the brights work? Is this vehicle equipped with daytime running lights?
Does fuse 25 and 23 have power on them with the lights turned on? (with the switch turned on)?
Lets start by checking there. If there is power to those fuses, then the problem is AFTER those fuses. If those fuses DO NOT have power, then the problem is BEFORE those fuses. As long as fuse number number 40 in the central junction box is good, then the problem with either be a bad headlight switch or a wiring issue going to or from the headlight switch.

Do you have a test light or a voltmeter?
Listen, you can purchase a test light for about 5 bucks at your local auto parts store.
Dont pay a mechanic to diagnose this
He will charge at least 50 bucks.. maybe more.
I can save you a ton of money
All we need to do is check for power on that circuit. We have narrowed it down significantly already
Keep in mind, if you have not checked for power at the bulbs themselvs, this would be the first thing to do once you get a test light.
You dont have to do it tonight. I am just telling you how to diagnose it when you have the time. There is no hurry on my end. You camn do this tomorrow or later this week.
