2005 Ford Escape Hybrid - A/C compressor/clutch not

2005 Ford Escape Hybrid - A/C compressor/clutch not engaging. Just blows warm air. Fuse is ok, swapped relay (fog lights) no change. Not sure how to verify diode is ok. Wanted to add 134a, but from what I've read, unless the A/C clutch engages, it won't take fluid. Other suggestions?

Hello, do you have an AC gauge to check the high and lo side pressure?

Checking the pressure is always the first thing I will do. If you are low on refrigerant the AC won't run either. If swapping the fuse and relay made no difference I would have the pressure tested. If there is a leak in the system that can be your whole concern.
