2005 ford hybrid wont start nor turn over. I tried to jump, tried new battery but still wont start.

The system will disable the starter if the High Voltage battery gets below 30 percent. Try jumping the high voltage battery. I am attaching the process here. If I am right in my suspicions this should get it going.
