Its not a technical bulletin, its a special service message to replace filters first then if the noise returns to run down a symptom chart based on if you have any diagnostic trouble codes stored:

SSM 44848 - 2011-2015 F-Super Duty - 6.7L Diesel - Diesel Fuel Conditioning Module (DFCM) Noise With Or Without Diagnostic Trouble Code (DTC) P008A

Some 2011-2015 F-Super Duty vehicles equipped with a 6.7L diesel engine may exhibit a vibration/buzz/growl noise from the DFCM and/or low pressure fuel lines with our without Diagnostic Trouble Code P008A. Noise from the DFCM is most commonly caused by a restricted primary fuel filter and/or low fuel level. Before diagnosing or replacing the DFCM due to noise or low fuel pressure, the fuel level should be above 1/4 tank and the primary fuel filter should be replaced. If the noise or any DTCs return, follow the appropriate Symptom Chart or Pin Point Testlocated in the online PC/ED. Fuel filters are maintenance items and are not covered under warranty. See the owner's guide for recommended fuel filter replacement intervals.
