my ford pickup truck will not pass emissions test because the following monitors are not ready /catalyst/evap even though the check engine light is not on.there is no codes coming up on aobd11 scanner.i have been driving it around highway and city and they will not set.

battery was disconnected in September to replace exhaust manifolds

Well then we cant do any checking or try performing a drive cycle but there are a few things that could cause this. You could have a rich or lean condition that is not bad enough to set a code but bad enough to keep the monitors from completing. You could have a weak catalytic converter that is not bad enough to set a code but bad enough to keep the monitors from completing or you could have o2 sensors that are not bad enough to set a code but bad enough to keep the monitors from completing. Also there is a PCM software update released to address this very concern. You may want to have the PCM reflashed.
