I installed new pcm 6 coils
I was able to program pcm

I am not sure of that scanner. But I know you at least need to use the Ford IDS to program 2 initial keys to the pcm after replacement. If your scanner can do that then thats what you do.

You can only add additional keys by cycling the ignition after 2 keys are already programmed to the pcm.
