1998 ford F150, new battery, new starter solenoid, new

1998 ford F150, new battery, new starter solenoid , new ignition module. Gets no power to anything except in acc the radio comes on and door chimes

The bat volt is at 12.4v while the solenoid fluctuates between 4-10v. Checked the red/bl ign wire under steering wheel put out 1.2v while trying to turn key to start.

Hello, have you checked the fuses in the power distribution box under the hood? has this concern just occur or happen after some sort of repairs have been done?
