98 explorer XLT 5 speed manual 1st got stuck in 4w hi, then boom only gear that works is 4th any fixes ?

Hello, if the manual trans is stuck in one gear, most likely one of the shift fork roll pins backed out and is jamming up the shifter mechanism. Either way the trans would have to come out to disassemble and repair the trans, as for the 4x4 part it can be an issue with the shift motor on the transfer case or gem module as noted depending on what type of codes are stored in the 4x4 control system

I can put the shift lever into any other gear but it won't engage and move, all I get is a slight whining noise.

Ok, then it might be just an issue with the transfer case it self, you would need to verify the shifter is engaging each gear which it sounds like you have and that the transfer case can engage its 2 wheel range, neutral and 4 wheel range. You can remove the shift motor on the transfer case and manually move the transfer case into each range to see if it is not bound up. if it wount move manually, then an issue with the shift fork or problem with the planetary gear set in the transfer case can cause this type of concern.
