Hello, the vehicle starts up ok but won't shift out of park. Does the shifter feel loose at all?

every thing seems fine just wont shift it doesn't do it when its warm outside

When you step on the brakes do the brake lights work? You can have a couple of things going on. One is the brake on off switch. It can activate the brakes but not the shifter release. The other thing you can have is the brake shift interlock on the steering column can be bad. If this fails the solenoid isn't able to more so you can shift out of park. Normal likely one of these two issues are what's causing your concern.

if I pump the brakes it will eventually shift out of park

That's odd. It sounds like the brake switch on the pedal is to blame. I would order a new one and repair the concern.
