Since your not able to test things are you just looking to know some possible causes that could be to blame?

I'm not the expert but I think it's either the ipr or the fuel pump tell me what to look for

The most common possible causes are the:

Fuel pump

IPR or ICP

High pressure oil system internal leaks

Crank sensor

FICM

The IDS scan tool can check the IPR, ICP, CKP, HPOP, injectors, and FICM. The fuel pressure is checked manually.

What is the easiest way to check fuel pressure

You would hook up a gauge to either the fuel filter housing or at the fuel lines to the heads.
