hi, i'm fred i got a 1999 expedition with a charging problem, it has a new battery and alternator,(second new alternator) i checked fuse 16, there's no fire coming to fuse with ignition switched on, where should i look?

Go to the ignition switch on the steering column. Fuse #16 gets power from the ignition switch with the key turned on. Look at the DARK GREEN/LIGHT GREEN striped wire on pin I1. See the diagram below.
