Since voltage is present to the solenoid, enter the output state control with a scan tool. Install a test light between the 2 wires in the VGT electrical connector and turn key on. Command the VGT to below 10% duty cycle then to 85% duty cycle. The test light should go out as duty cycle is driven low and get steadily brighter as ramped up. If no illumination of test light, check for high resistance or open circuit in the control wire of the VGT solenoid. Normally this ends up in order of most common to least common. VGT harness damaged, PCM, and VGT actuator.

Do not connect the wires together, that would damage the computer and the circuit. Without a scan tool to diagnose, you will only be able to OHM test the wires to and from the VGT to see if there is resistance. Beyond that you would have to guess.
