Tonight our 2001 f350 wouldn't drive while in drive. If you turned it off then back on it would drive but if you stopped it did the same thing. Then we had to turn it off again to get it to drive. Is this a transmission problem or an electrical issue

This sounds like a transmission concern. The first thing you want to do is make sure the fluid level is full. Then try and see if driving in manual first or manual second makes a difference. It almost sounds like the transmission is losing pump pressure.
