Started this morning, rear air blow hot at bottom, front blows fine, top vents nothing, just had it repaired last year.

The problem is the temperature blend door actually breaks in these vans and the door falls and blocks the air flow from going through the evaporator and allows only hot air. You have to replace the temperature blend door for the rear.

You can access the blend door and secure it in the cold position with duct tape which should hold with the temperature and moisture.

access it thru the back panel thru by back seat?

You will have to remove the upper and lower trim panels on the drivers side to get to the blend door. Also, if there are bench seats in the rear, they will also have to be removed to move the trim panels out of the way.
