Cooling fan module and cooling fan is good but fan will not

cooling fan module and cooling fan is good but fan will not run, it seems like the pcm is not sending a ground to the control cooling fan module. I can ground the black wire and the fan will run. could it be the temperature sensor? 2007 ford crown Victoria police interceptor.

Hello and welcome to JustAnswer!
The control wire from the PCM to the fan relay is red/orange. The black wire at the relay is the relay's ground. If you're grounding this wire and the fan will run then the control wire is good and the PCM is commanding the fan on but it isn't running because the relay has lost ground.
Ground on this circuit comes from ground G102 which is on the left inner fender behind the left headlamp area. Check to make sure the ground is clean and tight and there are no visible wiring issues. If you don't' see any issues then you can either dig deeper into the harness to locate and repair the break, or you could simply make your test ground wire permanent.
