Hello, its a higher idle or no throttle response when you hit the throttle? Just idles?

Runs and drives great. Throttle ok. Just idles high with engine cold or warm. I've unplugged all sensors one at a time while engine running. No change. Swapped ficm and put with known good modules. No change

Ok Ill open this question up I was thinking an issue with the throttle pedal.

Has the throttle plate been inspected for build up, or sticking mechanically?, this is where I would start with diagnosis.

No throttle plate on this engine

You may have a problem with the IPR causing too much ICP pressure. The IPR screen comes apart sometimes on those and possibly it is not allowing it close all the way to change icp pressure.
