Ford Mustang: 2001 mustang 3.8 IRMC, codes P1516 & 1518. Checked

Customer Question

2001 mustang 3.8 IRMC, codes P1516 & 1518.
Checked for rod movement during 3500+rpm rev, no movement. Same test on a 2004 3.9 mustang, rods both moved.
Checked that all plastic clips were good and connected, Sat.
Disconnected both rods, both valve sets move freely.
Removed the controller and lever rotates smoothly both directions.
Question; Is there a bench test for this component?

no bench test, but the actuator is most likely faulty, have done a couple

They are on back order for another month. I have to deliver this car to my son in the Northeast the middle of August. How can I verify it's not a power or wiring harness issue while I wait?

Surely there is someway to verify the voltage and resistance at the plug while I wait.
The PO1518 code shows the following possible causes- Faulty Intake Manifold Runner Control (IMRC) actuator
- Intake Manifold Runner Control (IMRC) harness is open or shorted
- Intake Manifold Runner Control (IMRC) circuit poor electrical connection
