Ford escape: Moose- the cooling fans on my 2005 Ford Escape

Moose- the cooling fans on my 2005 Ford Escape will not come on. The fans themselves are working. I jumped 12 V to each of them and they do operate. I replaced all the relays and those big 30 amp fuses under the hood are good. I am having trouble locating the three amp fuse
