Your temperature blend door actuator gets power from fuse #32 in the dash fuse box.
#28 is for the AC control panel and blower motor and #15 is for the wipers.

And you should get power on the Orange wire with the ignition on.

Fuse #28 AX4S/AX4N Transmission, A/C clutch relay, Evaporative emission (EVAP) canister vent valve, Oxygen sensor (O2S)
Fuse #15 ABS control module
They will not effect the temperature blend door motor.

I removed the actuator and plugged it back in and started the car moved the temp switch and it doesn't move. Orig problem ac blow hot. Ref levels good

Ok. Does the AC compressor run constantly or does it run, then stop and then run? Basically does it cycle on and off constantly? Do any of the lines near the right front strut tower get cold and sweaty?

Ok. If the compressor fuse was blown. There may be a problem with the compressor clutch. Check the clutch disc and the rubber bushings which there are three on the face of the clutch.

There are three rubber discs on the front of the compressor clutch. Make sure they are not melted and are intact. This is a sign of the clutch going bad which will blow the fuse.
But if the compressor is cycling on and off fast, there is no Freon in the system.

Yes. Hook the gauges up and see what the low side (BLUE) and the high side (RED) readings are.

The system is low on Freon. The low side (blue) should be around 40 and the high side red) should be 250 to 275.

When the compressor if not running, the pressures should be equal. But when the compressor is running, the red should be higher than blue. You AC system has a leak the Freon is low. You will need to have the system leak tested properly or charge the system up.

Leave knobs closed. Opening them up equals the pressures. Leave them both closed.
But from the readings you get, the system is low on Freon which will make the system blow warm.

It is still low. But since you had the compressor replaced last September, and the system is low shows me there is a leak somewhere.
