I have a 3005 freestyle with 2 codes a P0191 and a P0401. Fuel rail pressure is 39 psi. Egr is 0% at idle and snap to 50% when I stomp on the gas. Not sure if they have a common connection.

0401 is normally a faulty EGR system module, can you follow the diag steps below.

0191 is normally a fuel pump or pump driver module issue.
