if there is not r-12 there there is a bigger issue

Yes. It would not be r-12. Your system uses r-134. Those trucks are known for leaking freon out of the evaporator. SO the best place to start is to put some freon in and see if the compressor starts to engage and then blow cold. If so you need to find the leak.
