F150: I have a 2002 F150 5.4 4x4. Low beam passenger doesn't

I have a 2002 F150 5.4 4x4.
Low beam passenger doesn't work.
Driver side works
What I have done.
-replaced bulb
-checked with bulb tester at socket (no power)
-fuse visually looks ok
Do I have a switch issue? if so does it make since it's only the passenger side?

Hi there,Can you check the fuse for power with your tester with the headlights on and let me know please?Looks like fuse #26 should have power with the switch on as well as #27 and #28Please check and let me know.Thanks.
