91 ford e350 new fuel pump drove it onto our rack, installed new pump has 45 psi at fuel filter but no psi a rail, blew out rail and added new fuel regulator runs on either but will not run on it own

Hi there. Welcome to our site. Sorry if I'm a little confused; are you saying there is 45 psi at the rail but the engine won't start or run unless you spray starting fluid down the throttle? If so, have you checked injector pulse with a Noid light?
