the horn does not work.

Hi thi is Al, Please start by checking fuse #6 15 amp. It should have power on both side at all times if it only has power on one side the the fuse is bad, then replace the fuse. If the fuse is good disconnect the horn and check for power at the connector while you have some one push the horn switch. If you have power the horn is bad. If this does not help let me know, Al

It is normally behind the bumper on the passenger side inside the inner fender, Al

you told me, If you have power the horn is bad.
Shouldn't it be the other way around?

If you have power at the horn and it does not work the horn would have to be bad, Al

Provide a ground to the green/orange wire at the steering column from the horn switches. Does the horn blow?

so i have to take off steering wheel.

No you do not have to remove the steering wheel just access the harness coming from the steering column. The switch grounds the relay. If the horn works from a ground there it would mean the clock spring or switch is bad, Al

It will be the green/ orange wire that goes up the steering column to the inside of the shroud around the steering column, Al
