Without knowing exactly what is changed and how much by the programmer, There is not a whole lot that I can tell you as to why there is not much power except in the 3rd setting. Most likely one is for fuel economy, one is for towing and the third is for power. What I would strongly recomend is that you contact the manufacture of the programmer and talk to someone in customer service. One other thing that you can try as well is remove it from your truck and install the programmer in a similar truck and see if the settings archive the same results or different ones. If the same I would say the concern is with the programming, if not then there may be a issue with the truck.
