Hello and welcome to Just Answer! I will do my best to help you today. You may have a bad fuel pump you can remove the upper fuel filter and turn the switch on it should fill the filter housing quickly. If it doesn't you need a new fuel pump. It's mounted on the frame but you already knew that since you replaced the filters the lower filter is on fuel pump assebley.
