Hi, I'm Tom and I will try to help you. Before you remove the dash I would remove the blend door motor and see if the door moves. The blend door motor is located under the center of the lower part of the dash. Remove the motor, turn the shaft and see if your heat changes. The actuator is a small rectangular box held to the case with four screws. Let me know if this helps or if you need additional information.

on this eary 97 f150 xlt 4wd model you can't slide rod out had to cut small hole behind glove box, access throught heater box. My 8yr ASE Brain came back alive.. ty
