1997 Ford F150: fuse located..powers the instrument panel/speedometer

Fuse 2 the 5A is the instrument cluster fuse.

Where on the vehicle is the panel located?
It's the fuse box in the dash on the drivers side. Do you know where I am talking about?

I guess not my other Fords had one on the firewall on the drivers side but this truck doesn't. The only one I can find is the "Power distribution" center in the engine compartment next the the master cylinder. I looks nothing like the one in the picture.

Looks like it is hidden upunder the lip of the dash, is that correct, I can see a metal box up there that doesn't look like any fuse panel I've ever seen, is that it?
