WHAT ABOUT THE TPS WHAT ARE THE VALUES AT IDLE. WHY DOES IT SEEM LIKE THE CHOKE IS STICKING SO TO SPEEK

The values at idle are .98 volts closed throttle.

Yes I believe that is correct, If the TP was bad, it would set a fault code.
