Do all your brake lights work when you press the pedal?

Check the brake pedal switch and see if you haev 12 volts on both sides when pressing the brake.Sounds like a bad switch.

that will stop it from shifting there is 2 switchs on brake witch one is there a way to bypas

Yes the brake light switch being bad would cause it not to come out of park so that you are not driving around with no brake lights.

would it be the switch or fuse

If you have power on side of switch and not the other the switch is bad. If you do not have power at all than the fuse may be bad. Fuse 6 in the interior fuse box.You can jump the 2 wires at the switch and the brake lights should come on and it should come out of park.That will tell you the switch is bad.
