1998 ford escort... battery cable on positive side has some electrical attachment to the there anything in that attachement that would prevent it from starting with a brand new battery. No power getting to the car at all..

Yes all the connections on the positve battery cable need to be clean and tight as this is the power source. There is also the 100 AMP fuse in the under hood fuse panel that should be checked..

If the main fuse is blown will you be able to see that from the top?

Yes if you look at it really close you may. But you should also check it with a volt meater.

our fuse box does not resemble the fuse box you sent a picture of. Our fuse is held in place with a bolt not 2 screws. Are we looking at the same thing?
