My ford 2003 6.0 liter diesel engine surges when it is cold.what causes this?

More likely injectors getting bad,you can try reprogram FICM (injector control module) at the dealer,there is new calibration for it and may help your problem.

The vehicle has only 79000 miles,and you suspect the injectors ? Would you say that all injectors are getting bad?

No not all of them,we have trucks with much lower mileage than yours and bad injectors,they are not the strongest part of that engine,but before you replace any i would recommend reprogram that module.
