It could if it powers up and the shuts down.

i am changing the fuel filter on the explorer so if i turn on the car aand disconnect the relay the car should shut down and the fuel system should be depressurized so i can pull the fuel filter out...?

You can do this 2 ways. If you are worried about fuel spraying you can wrap the fittings with a rag...DO NOT have a drop light or any igniter in the vicinity and slowly disconnect the line, make sure to wear safety glasses to cover your eyes. The recommended way is to loose the pressure prior, by unplugging the relay or killing the pump pressure while running or when the key is on.
