Do the vents change position at low RPMs or does the heat just get cold?

The vents seem to work properly. when the engine is running in park the heater blows cold air when I rev the engine to around 2000 rpms the heater blows hot air. I have checked the vacuum at various locations on the engine and inside around the heater vents.The vacuum runs about 15 lbs at all the checked locations.

Ok, your looking at a restriction in the heater core itself. Have it back flushed with a garden hose. You can do it yourself by unhooking both heater hoses at the engine then run the garden hose through one of them then switch off to the other. You should see sediment come out.
