How long have you cranked it after replacing these parts?

you stated this a 7.0l did you mean it is a 6.0l V8?

Have you checked to see what the ICP pressure is when cranking it over?

I suspect the IPR regulator has stuck open.

The IPR is located in the top of the high pressur oil pump down under the turbo on the drivers side
