The Throttle Actuator control is the part of the Electronic Throttle Body and is not serviceable seperate to the throttle body. The Throttle body will need to be replaced as a unit. They are somewhat common to fail on the Explorer.

COME TO THINK OF IT THEIR WAS AN ODD NOISE COMING FROM THAT AREA WHEN I TURNED THE IGNITION ON. IS THEIR A WAY TO RESET THE FAILSAFE IT GAVE ME ON THE HEADS UP DISP

 

You can try disconnecting the battery for a half hour. When the throttle bodies go bad, They usually reset themselves and then the vehicle seems fine, But it will go into the failsafe mode again.
