Thanks for coming to Just Answer to ask a question.

 

You remove the backing plate plug on top and use a flat blade screwdriver on the parking brake control arm and adjust the tension up so the shoes are tighter in the drum.

ok thats on the shoe assembly
Yes its just below the wheel cylinder

ok so the shoe should enter thigt and shouldn't turn easily, and of course if i pull the manual brake the car should not move
With no brakes applied the drum should turn with very little drag and when hte brakes or parking brakes are applied the drum should not turn.
