This will depend on what you are meaning by Reset.........


If you have the "THEFT" light flashing & only have "1" Ignition key, then chances are the System no longer recognizes the Key.
You will need Ford Dealer or Locksmith with Ford Scan Tool to reprogram the Key to "MASTER" Key.


If you have "2" Ignition Keys & neither work, then the system needs to be checked via Ford Dealer Scan Tool.


If you are refering to the Factory Alarm not shuting off, one the following is how to reset:

Unlocking Doors with Factory Remote.
Unlocking Driver Door with Key.

Lock vehicle & leave undisturbed for apprx. 30 minutes.
Unlock vehicle with Remote or Key

Disconnect Positive Battery Cable
Open Driver Door & LEAVE Open.
Turn ignition to On (run) position & LEAVE On.
Reconnect Positive Battery Cable.
Horn may sound for a few seconds
Start vehicle


If none of the above work, then you need to have the System check via Ford Dealer

Both keys do not work and they will not turn and steering is locked. Does that sound like no start on anti-theft? Dealer only or locksmith?

The issue you just posted sounds more like the Steering Wheel Lock mechanizm & nothing to do with the Security System


If these are the original keys & have worked before, then it sounds like there is something binding against the Steering Wheel Lock:
Front Tires are up against a curb.
Steering Wheel is turned to far to one side.
Steering Wheel lock is broken or binding.


Be sure Front Tires are not up against something (curb, parking block, etc.)
Wiggle Steering Wheel (left & right) while trying to turn Ignition Switch.


If it won't disengage, then a tow to shop may be necessary
