What would cause the gas pedal to lock up so you can't push it down? The car starts but you can't give it gas on my 2007 Ford Focus

You may have a binding throttle cable or stuck throttle plate. You should remove the cable from the throttle to see which one is binding.

What does this do or how could this have occurred? How much is the fix on this situation?
If it's the throttle body you may just be able to clean it up if it's stuck or replace it. The throttle lists for about $174.00 and is about 1.0 hour labor. The cable lists for about $65.00 and is also about 1.0 hour labor.
