hello there,

They are held on by plastic 1/4 inch rivets. These rivets require a special rivet gun. You could substitute aluminum rivets but still need a gun large enough to handle 1/4". A nice Ford dealer may reattach it for nothing on the service drive. If it never had a front license plate bracket, holes will have to be drilled in the bumper cover. Bolts would be nearly impossible to use.
