How do I disable the anti-theft system on my 2000 Ford explorer so I can get my car to turn over?

There is a dark green / purple wire in the Driver Kick panel that when it is grounded, will dis-arm Factory Security, but if the "THEFT" Light is blinking, then that usually means the PATS is not recognizing the Key you are using.
Lock the Vehicle & do not disturb for 15 minutes.
Unlock Vehicle & try again with a Different Key.

Otherwise, you will have to have Ford Service use the Scan Tool to check the PATS System & reprogram a Master Key
