2000 Ford Windstar: My brake fluid level..more fluid..reservoir

I have a 2000 Ford Windstar. My brake fluid level is low and I am trying to add more fluid. There is just one problem, there is something inside the brake fluid reservoir blocking me from putting in the brake fluid. What is that?

The only thing in there is usually a plastic screen that is removable. I have never seen one of these get restricted and that would indicate some kind of contamination.

Make sure it's not just already full.
